SB 1210 adds each applicant’s name and date of birth to a marriage license.

 

Summary of the proposed strike-everything amendment to SB 1210 in Appropriations (B):

The proposed strike-everything amendment to SB1210 prohibits a city, town, or county board of supervisors from sponsoring a motor vehicle competition outside a closed-course motor sport facility where the sound level exceeds 90 decibels.

 

History

A.R.S § 12-556 defines a closed-course motor sport facility as a closed-course speedway or racetrack that is designed and intended for motor vehicle competition, exhibitions of speed or other forms of recreation involving the use of motor vehicles. Additionally the statute defines motor vehicle as an automobile, motorcycle or other vehicle that is propelled by power, other than muscular power, that is used to transport persons and that operates within the confines of a closed-course motor sport track.

A.R.S. § 28-955 requires a motor vehicle to be equipped at all times with a muffler that is in good working order and that is in constant operation to prevent excessive or unusual noise.

 

 

Provisions

·          Excludes a city or town from sponsoring a motor vehicle competition outside a closed-course motor sport facility where the sound levels exceed 90 decibels.

·          Proscribes a county board of supervisors from sponsoring a motor vehicle competition outside a closed-course motor sport facility where the sound levels exceed 90 decibels.

·          Defines motor vehicle and closed-course motor sport facility by referencing existing statute.

 

Summary of the adopted strike-everything amendment to SB1210 in Human Services:

The proposed strike-everything amendment to SB 1210 creates a dental services pilot program (DSPP) for persons with developmental disabilities. The Department of Economic Security (DES) would administer the program in consultation with the Department of Health Services (DHS), and $1 million would be appropriated from the General Fund (GF) in fiscal year (FY) 2006-2007 to fund it.

 

Provisions

·          Establishes the DSPP for persons with developmental disabilities.

·          Requires DES to administer the DSPP and consult with DHS to ensure that services are provided in a cost-effective and timely manner.

·          Stipulates the DSPP shall:

-Be located in Maricopa County.

-Utilize a dental school equipped to provide dental services to developmentally disabled persons as the service provider.

-Operate between October 1, 2006 and December 31, 2007.

-Limit services to developmentally disabled persons at or below 250% of the Federal Poverty Guidelines.

-Limit services provided to $10,000 per person.

-Require service providers to use composite materials and to use mercury amalgam only as a last resort.

-Provide transportation services to participants.

·          Specifies DES shall adopt application and eligibility requirements for participants in the DSPP that provide for an expedited enrollment process.

·          Requires DES to submit a report to House and Senate leadership, as well as the Governor to include:

-The number of program participants categorized by disability.

-The type and number of dental or other services provided to participants.

-A categorized list of transportation services provided to participants.

-The cost of services provided to each participant, as well as a comparison to the cost of the same service provided in a private practice setting.

-The number of times mercury amalgam was used, and the reasons why composite materials were not used.

-The number of dental students who were trained to provide services to participants.

-The services provided to participants that emphasize preventive care.

·          Indicates the report shall not personally identify any program participant.

·          Provides relevant definitions.

·          Exempts DES from the rule making process for one year from the effective date.

·          Appropriates $1 million from the GF in FY 2006-2007 to DES to implement the DSPP.

·          Requires $925,000 to be used for dental services, and the remaining $75,000 to be used for transportation services.

·          Stipulates that DES may not use the appropriated funds for any other purpose.

·          Exempts the appropriation from lapsing.

·          Includes a delayed repeal date of September 30, 2008.
