SB 1205 caps the Transportation Revenue Control Limit (TRCL) at 120% of the Transportation Support Level (TSL) beginning in FY 2006-07, increases the school day multiplier in the TSL from 175 to 180 days and appropriates $5,500,000 to the Arizona Department of Education (ADE) in FY 2006-07 from the state General Fund to fund transportation costs based on a 180 day school year.
Current statute includes two transportation formulas for K-12.
A.R.S. Section 15-945 specifies that the TSL is calculated by using variables such as the approved daily route mileage of a school district for the prior fiscal year to determine the approved daily route mileage per eligible student transported. School districts use a separate formula to calculate the support level for academic, vocational and technological education and athletic trips and a formula to calculate the support level for extended school year programs for pupils with disabilities.
A.R.S. Section 15-946 specifies that the TRCL for each school district is calculated by adding the current fiscal year TRCL and the increase in the TSL from the current year to the budget year. Statute also provides a formula for those districts that sponsor charter schools.
· Caps the TRCL at 120% of the TSL beginning in FY 2006-07. This is retroactive to May 15, 2006.
· Increases the school day multiplier within the TSL from 175 to 180 days.
· Appropriates $5,500,000 from the state General Fund in FY 2006-07 to the ADE to fund transportation costs based on a 180 day school year.
