Page 9, after line 16, insert:

“Sec. 4.  Joint legislative study committee on accommodation school district governance and accountability; membership; duties; report

A.  The joint legislative study committee on accommodation school district governance and accountability is established and consists of:

1.  Two members of the house of representatives who are appointed by the speaker of the house of representatives, neither of whom shall be members of the same political party. 

2.  Two members of the senate who are appointed by the president of the senate, neither of whom shall be members of the same political party. 

3.  The superintendent of public instruction or the superintendent’s designee.

4.  The county school superintendent of an urban county who is appointed by the president of the senate.

5.  The county school superintendent of a rural county who is appointed by the speaker of the house of representatives.

6.  One member who represents a county board of supervisors of an urban county who is appointed by the speaker of the house of representatives.

7.  One member who represents a county board of supervisors of a rural county who is appointed by the president of the senate.

B.  The study committee shall elect a chairperson and a vice‑chairperson from among its members.  A quorum shall consist of a majority of the members.

C.  The study committee may use the services of legislative staff.


D.  The study committee shall:

1. Examine accommodation school district governance in this state and make recommendations on how to increase accountability in the current system.

2. Submit a report that summarizes its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives on or before December 31, 2006. A copy of this report shall be delivered to the secretary of state and the director of the Arizona state library, archives and public records. 

Sec. 5.  Delayed repeal

Section 4 of this act, relating to the joint legislative study committee on accommodation school district governance and accountability, is repealed from and after September 30, 2007.”
