Page 1, between lines 31 and 32, insert:

“Sec. 2.  START_STATUTEMethamphetamine health education fund; public service

            announcements; report

A.  The methamphetamine health education fund is established consisting of legislative appropriations.  The department of health services shall administer the fund.  Monies in the fund are exempt from the provisions of section 35-190 relating to lapsing of appropriations.

B.  The department shall use monies in the fund for radio and television public service announcements to warn children regarding the physical deterioration and risk of death caused by methamphetamine use.

C.  The department has up to twelve months to create and air the public service announcements.  The department shall then evaluate the public service announcements developed pursuant to this section and shall submit a written report of its findings to the governor, the president of the senate and the speaker of the house of representatives.  The department shall provide a copy of the report to the secretary of state and the director of the Arizona state library, archives and public records.

D. The department shall not use any elected official of the state or of any of its political subdivisions in any television public service announcement made pursuant to this section.END_STATUTE

A.  The sum of $8,500,000 is appropriated from the state general fund in fiscal year 2006-2007 to the department of health services for radio and television public service announcements to warn children regarding the physical deterioriation and risk of death caused by methamphetamine use.

B.  The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.”
