Chairman Rivera called the meeting to order at 9:40 a.m. and attendance was noted.
Mr. Rivera stated that a draft had been circulated incorporating all the Commissioner’s comments into the final draft of the 2006 Commission on Salaries for Elective State Officers Recommendations for Elective State Officers Salaries (Attachment A). He asked if everyone had a chance to review the draft and if anyone had any questions or comments.
Mr. Crockett asked for clarification on the executive summary, first page, second paragraph, second sentence, it states that the 2002 and 2004 recommendations were not implemented. He noted that in the second footnote it states that the Clerks of the Court received an increase in 2003 and asked if that was due to the recommendations of 2002 or earlier recommendations.
Joanne Carew, Member Services Manager, Arizona Department of Administration, stated that the Commission did recommend an increase, but the increase received was not to the specifications of the Commission. She stated that the increase received was a separate action of the Legislature.
Mr. Crockett requested an additional footnote for clarification.
Mr. Rivera stated that a footnote would be added after, “The recommendations of the 2002,” that says “except that Clerks of the Court received a salary increase in 2003 that was less than recommended by the Commission.” He said that footnote two would stay with the addition of the words “as set forth above,” with renumbering of the footnotes.
Mr. Crockett stated a problem that appears on page four, the ninth bullet under Section III, “number of days in session Arizona Legislature 1999-2003.” He questioned that date in comparison to a more current date.
Mr. Rivera stated that the date would be changed to 1999-2006.
Mr. Crockett complimented the staff on a job well done in preparing the final draft of the report.
Ms. Bolding stated a problem on page five, the third full paragraph, fourth line, should say “the Commission’s recommended increase will not take effect until….”, adding the word “recommended.”
Mr. Williams moved the approval of the report of the 2006 Commission on Salaries for Elective State Officers as set forth in the draft with the revisions that were made at the meeting this morning. Mr. Crockett seconded the motion.
Mr. Crocket recommended that the proposed statutory changes be considered in conjunction with the previous motion.
Mr. Rivera stated that the motion would be tabled so that the statutory changes could be reviewed and discussed.
Mr. Crockett requested verification on the situation where one commission would vote on the two year officers and another commission would vote on the four year officers.
Ms. Stein stated that situation is correct and is the current situation.
Mr. Crockett moved a change in the statute along with a narrative that explains the change to the report as part of the report. Mr. Williams seconded the motion and recommended that the statement “per the attachments” be added to the final paragraph of the report. The motion CARRIED by voice vote.
Mr. Crockett moved the previous motion on the approval of the report of the 2006 Commission on Salaries for Elective State Officers as amended be approved. The motion CARRIED by voice vote.
Mr. Rivera opened the floor for public testimony. He praised the staff for all their hard work and professionalism in preparing the recommendation.
Mr. Crockett stated that there is no need for another meeting.
Mr. Rivera requested that the members of the Commission follow through to help ensure the recommendations become effective.
There being no further business, the meeting was adjourned at 9:53 a.m.
