CoChairman Crandell called the meeting to order at 10:02 a.m. and a quorum was present.

 

DISCUSSIONS

 

Report: School Finance Redesign Project

 

Susan Carlson, committee member, distributed "School Finance Redesign Project – Funding Student Learning" (Attachment A), gave an overview of the report and discussed the following subjects:

 

·         Best practices

·         Cost to implement best practices

·         Lead with five strategy

 

Report:  An Evidenced-Based Approach to School Finance Adequacy in Arizona

 

Susan Carlson, committee member, distributed "An Evidenced-Based Approach to School Finance Adequacy in Arizona" (Attachment B), gave an overview of the report and discussed the following points:

 

·         Funding vs. learning

·         Funding models

·         Linking funding to outcomes

 

Ms. Carlson distributed "School Finance Reform; January, 2011 – An Update" (Attachment C), gave an overview of the update and discussed the following points:

 

·         Need to look at restrictions

·         Data system for tracking

·         Funding Levels and implementation

 

Identification of K-12 Performance Outcomes

 

The committee discussed the following points:

 

·         Looking at the end results

·         Workforce preparedness and other reasons for education

·         What standards are and how they are chosen

·         The Common Core State Standards

·         Possible manipulation of standards

·         Attendance vs. test scores

·         Arizona Commission on Skill Standards

·         Separate standards K-6, 7-12

 

Current and Future Arizona Performance Assessments

 

Representative Crandell requested Mr. Yanez provide to the committee information on Board Exams and Move On When Ready standards.

 

Representative Crandell requested staff and Ms. Carlson provide to the committee information on the break down of skill levels required by industry in Arizona.

 

Public Testimony

 

Dan Adams, representing himself, discussed the cost of teaching a student from kindergarten to high school graduation.  He talked about incentive plans and industry standards.

 

Representative Crandell stated that future meetings should be two weeks apart and the next meeting would be on June 27, 2011 at 10:00 a.m.

 

There being no further business, the meeting was adjourned at 11:50 a.m.
