Minutes of the Meeting

Chairman Smith called the meeting to order at 1:30 p.m. and attendance was taken.

 

Chairman Smith asked the newest Committee member to introduce himself:

Roger Dee Manny stated that he is a native Texan, went to college in the Northeast and due to business has migrated here.

Chairman Smith stated that the order of presentations would be changed until another member arrived to make a quorum.

 

Consideration of the 9/11 Memorial

 

Shelley Cohn, Governor Appointed Member, 9/11 Commission, said that she represents the Commission, which is chaired by Billy Shields and includes members from throughout the community.  Governor Jane Hull appointed this Commission on the first year anniversary of 9/11.  Governor Napolitano continued this Commission when elected.  She wanted to thank Senator Waring for his work to extend the Commission past its sunset date.  The Commission’s goal is to create a memorial in Wesley Bolin Plaza.  Artists have been recruited from across Arizona to submit proposals for the memorial.  The design is in the final stages and the Commission has been working with the Department of Administration (ADOA), “Letter from ADOA” (Attachment A) to make sure that everything meets with their review.  The Commission has also worked with the Arizona Historical Advisory Commission, to make sure everything complies with their standards.  The cost for this project was $450,000 that has been totally raised from private sources.  The goal is to have the installation of this project on the fifth anniversary of 9/11, which is September 11, 2006. 

 

Matt Salenger, Artist, distributed a printout of his power point presentation “Moving Memories AZ 9/11 Memorial Public Art Project” (Attachment B) and explained the following points:

·         Aerial View of Gathering Place

·         Sun Angle Changes

·         Sun Angle Changes – Section

·         Sunlit Cast Dialog of Messages

·         Message Cast at Various Sun Angles

·         Interior View

 

Staff provided a map “Wesley Bolin Memorial Park” (Attachment C) to provide the Members an overall view of the location.

 

Mr. Chapman moved that the 9/11 Memorial proceed.  Mr. Keuth seconded the motion.  The motion CARRIED by voice vote.

 

Consideration of Enduring Freedom Memorial Site Relocation

 

Chairman Smith explained that after everything was approved for the Enduring Freedom Memorial, it was discovered that the location was not large enough.  It was recommended that the site be moved to across the walkway from the Desert Storm Memorial.  The new site is larger and situated better.  The Department of Administration has approved the relocation.

 

Roger Berna further explained the exact location of the Memorial.

 

Mr. Keuth moved the relocation of the Enduring Freedom Memorial Site.  Mr. Chapman seconded the motion.  The motion CARRIED by voice vote.

 

Update on Capital Mall Revitalization

 

Martin Shultz, Vice President, Governmental Affairs, Pinnacle West Capital Corporation, explained how the Human Services Campus came about and discussions started on revitalizing the downtown sector.  He explained that the College of Design at Arizona State University conducted architecture and planning studios to make recommendations on how the Capitol Mall District could become a vibrant place, meeting the needs of the State of Arizona, the neighborhoods, and all members of the community.  He expressed the need for everyone affected needs to be involved in the revitalization program.  He noted that no one is directly responsible for this project. 

 

Benjamin Ayers, student, Arizona State University School of Architecture, presented a power point presentation that covered the following points:

·         Delivering Community Embeddedness

·         The Planning Studio

·         Summary of Recommendations (Attachment D)

·         Legislative Campus

·         Washington Capitol Complex

·         Washington Corridor

·         Pedestrian Beltway

o Flag walk installations

o Public Transportation Stop

o Communications Booth

o Kiosk

o Entry Way

 

Mr. Smith asked if there is a tie in between the Phoenix Bond Election and the revitalization project.

 

Mr. Shultz stated that there is not money specifically allocated to the revitalization project, however, there is money allocated to various individual projects that tie in to what the project is set to do.

 

Mr. Keuth stated that there is money that is allocated to central city but not site specific.

 

In answer to Mr. Smith, Mr. Shultz stated that since the statute does not specify someone in charge but that there are various responsibilities, he asked the Commission to convene a meeting with those who have responsibilities.  These people include the Legislature, the DOA, City of Phoenix, Maricopa County, and various human service providers in the area.  Mr. Shultz asked for these principles to meet within the next two weeks to review the recommendations in segments and work to develop a time line for the project.  He stressed again that Human Services must be included as a major consideration in the project.  He recommended that someone from Tourism should also be included to help promote the area.

 

Mr. Smith stressed that the appropriations aspect is not just the State’s responsibility, but must include all three levels of government.

 

In response to Mr. Smith, Mr. Shultz stated that the meeting he suggested would be the first step of the time line, for the purpose of sketching out what the plan is and then in several months meet to develop a plan in final form to devise a finance plan.  Mr. Shultz suggested that in one year a plan should be in place to go forward to get the funding needed from all areas.  Mr. Shultz said that this should be a six year construction project.  The plan would be to work towards having the central part of the project ready for the State’s Centennial.

 

Mr. Smith asked for any public testimony.

 

There being no further business, the meeting was adjourned at 2:24 p.m.
