JLBC Staff – 2008 Budget Shortfall Options

 

Chairman Pearce called the meeting to order at 9:50 a.m., and attendance was noted.

 

PRESENTATIONS

 

John McAvoy, Joint Legislative Budget Committee (JLBC) staff, distributed “Appropriations Chairmen’s Options – FY 2008 Budget Shortfall” (Attachment A) and gave an overview of the Chairmen’s options for the courts system.

 

Ruth V. McGregor, Chief Justice, Arizona Supreme Court, answered questions posed by the Committee and explained ways to compromise on deductions.

 

Jenna Goad, JLBC staff, gave an overview of the Chairmen’s options for the Arizona Health Care Cost Containment System (AHCCCS) deductions.

 

RECESS

 

Chairman Pearce recessed the meeting at 10:30 a.m. until 10:45 a.m.

 

RECONVENE

 

Chairman Pearce reconvened the meeting at 11:15 a.m.

 

Ms. Goad continued answering questions posed by the Committee.

 

Elizabeth Baskett, Director of Government Affairs and Policy, Arizona Hospital Association, explained the consequences of deductions for hospitals and doctor shortages.

 

Tom Betlach, Deputy Director, AHCCCS, distributed “Arizona Health Care Cost Containment System FY08 Budget Reduction Options Comparison” (Attachment B) and answered questions posed by the Committee.

 

RECESS

 

Chairman Pearce recessed the meeting at 12:30 p.m. until 2:00 p.m.

 

RECONVENE

 

Chairman Pearce reconvened the meeting at 2:17 p.m.

 

Senator Burns stated that the Committee is not ready to adopt any recommendations.

 

Richard Stavneak, Director, JLBC staff, distributed “The FY 2008 Budget Management Plan State Agency Budget Savings Overview” (Attachment C) and gave an overview of the Governor’s budget recommendations.

 

Leah Ruggieri, JLBC staff, gave an overview of the Chairmen’s options for Universities deductions.

 

Michael Crow, President, Arizona State University, discussed repercussions of deductions especially mid-year.  He explained some of the steps being taken to cut costs.

 

Robert Shelton, President, University of Arizona, explained repercussions of deductions especially mid-year.

 

John Haeger, President, Northern Arizona University, provided information on repercussions of deductions.

 

Joel Sideman, Executive Director, Arizona Board of Regents, gave an overview of the finances of the Board of Regents and status of the 2008 appropriation.

 

Jay Chilton, JLBC staff, gave an overview of the Chairmen’s options for the Department of Economic Security (DES).

 

Art Smith, JLBC staff, provided more information about the Chairmen’s options for DES.

 

Tracy Wareing, Director, Arizona Department of Economic Security, gave an overview of the status of the department and ramifications of deductions.

 

Steven Poloski, Financial Advisor, DES, answered questions posed by the Committee.

 

 

There being no further business, the meeting was adjourned at 4:38 p.m.
