Minutes of Meeting

Tuesday, October 7, 2008

HHR 3 -- 10:00 a.m.

 

The meeting convened at 10:09 a.m. and attendance was noted by the secretary.  CoChair Robson advised that since there is no quorum, this would be an informational meeting only.

PRESENTATION ON UPDATING COMPUTERS FOR THE LEGISLATURE:

 

Steve West, Systems Manager, Legislative Computer Services, advised that the last technology refresh was done in the Fall of 2004.  Prior to that time, the approach had been to purchase equipment outright.  In order to get on a refresh cycle, the Legislature decided four years ago to pursue a lease-to-own strategy versus outright purchase with the annual payment at the end of the term reinvested and new equipment purchased.  He pointed out that the annual payment was identified as a legislative budget reduction this past budget year, and said some users are going to be dissatisfied with potentially making the equipment last another year; however, Computer Services is prepared to do that.

 

CoChair Robson noted that the shelf life for a laptop is three years.  Mr. West stated that is generally correct and advised that a lot of the laptops are starting to fail.

 

CoChair Robson asked Mr. West to discuss updating the computers.  Mr. West related that a more current laptop and desktop model would be current state-of-the-art. The cost of the new units would be $588,000 for outright purchase for the House, Senate, Legislative Council, Joint Legislative Budget Committee and the Tucson Office.

 

In response to CoChair Tibshraeny, Mr. West advised that $145,000 is the amount of the yearly payment that has been suspended.  CoChair Tibshraeny queried what actually got suspended.  Mr. West said that amount was the last payment made and nothing got suspended.

 

To that point, CoChair Robson said the recommendation made in 2004 was for the re-purchase of new systems.

 

CoChair Robson told Members that the Speaker of the House indicated he is committed to dealing with this issue. 

 

Representative McComish asked whether the Auditor General’s Office is included in the $588,000 figure.  CoChair Robson answered in the negative.  Mr. West related that the Auditor General’s Office has its own computer system.
