Minutes of Meeting
Senate Hearing Room 1 -- 1:30 p.m.
Chairman Smith called the meeting to order at 1:38 p.m. and roll call was taken by the secretary.

Chairman Smith advised that there
are two vacancies on the Commission due to the death of
Senator Jake Flake for which a new Member will probably not be assigned until
the end of 2008, and Wellington Reiter has taken a job in Chicago. There are
10 voting Members on the Commission and a quorum is not present, so no action
can be taken; however, the planned presentation will proceed.
Arizona State Capitol Centennial Plan and 2020 Vision: Plan of Action
Patrick Panetta, American Institute of Architects, indicated that Part 1 of a handout contains the history of the planning efforts and vision for the future (Attachment 1, Green Portion). Additional work was done by the design team to further that work, which will be presented to the Commission.
Will Bruder, American Institute of Architects, indicated to Chairman Smith that he was assured by Angela Dye that the plan does not conflict with Capitol District Development Guidelines. He and Michael Dollin, American Institute of Architects, reviewed Part 2 of the Centennial Plan (Attachment 1, Blue Portion) and responded to questions from the Members.
Chairman Smith stated that he will check with Mr. Bruder in November to see how the items to be accomplished in 2008 are progressing. He indicated that support of the plan will be sought at the next meeting of the Commission in which a quorum is present.
Angela Dye, American Society of Landscape Architects, indicated that she reviewed the handout (Attachment 1) and will include in the Powerpoint the key points that build on the concepts of the Capitol District Development Guidelines.
Update: Enduring Freedom Memorial
Chairman Smith related that the Enduring Freedom Memorial will not be dedicated until 2009 because a bill will have to be introduced to allow the money collected for the memorial by veterans’ groups to be used and satisfy the requirements of the Arizona Department of Administration (ADOA) for maintenance of the memorial.
Update: Navajo Code Talkers Monument
Chairman Smith advised that the wiring on the Navajo Code Talkers Monument is in need of repair and the landscaping is in poor shape; however, there is no money available for maintenance. He related his efforts to take care of the electrical problem.
Chairman Smith stated that Lynne Smith indicated that the problem of maintenance of the memorials can be resolved by making contracts with groups erecting memorials more specific and demanding. Discussion followed on the issue.
Mr. Chapman moved that the meeting adjourn.
Without objection, the meeting adjourned at 2:44 p.m.
