Clean Coal Technology Task Force

 

PURPOSE:     To develop a strategic plan for the advancement of future clean coal-fired plans in this state.  The strategic plan shall: (1) educate citizens and policymakers on the suitability and cost of existing and emerging technologies for controlling  emissions of sulfur dioxide from coal-fired power plants; (2) identify the potential for safely capturing and storing emissions of carbon dioxide for coal-fired power plants in this State and determine potential technical and institutional constraints for sequestering carbon dioxide in this State; (3) identify research opportunities and pilot demonstration projects that would further advance the development of future and clean coal-fired power plants in the State and identify potential public and private partnerships for advancing research, including close collaboration with the State's universities; (4) determine where new state policies or incentives are needed to promote the development of new clean coal-fired power plants in this State.  The Task Force shall submit a report of its findings to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before December 31, 2007 and provide a copy of this report to the Secretary of State and the Director of the Arizona State Library, Archives and Public Records.

House              Three members of the House of Representatives, not more than two from the same political party, including the Chair of the House of Representatives Environment Committee or the successor Committee, appointed by the Speaker of the House of Representatives:

Senate             Three members of the Senate, not more than two from the same political party, including the Chair of the Senate Natural Resources and Rural Affairs Committee or the successor Committee, appointed by the President of the Senate:

                        Jake Flake, Albert Hale, Jack Harper

 

Other               The Director of Department of Commerce Energy Office or the Director's designee:

                        Mr. Jim Arwood, Senior Director, Arizona Department of Commerce, Energy Office

 

                        Three members representing owners and operators of coal-fired power plants in this state, appointed by the President of the Senate:

                        Mr. John Denman, Arizona Public Service

                        Mr. Gary Grim, Arizona Electric Power Cooperative

                        Mr. Thomas McKenna, Tucson Electric Power Company

 

                        One member representing the coal industry, appointed by the Speaker of the House of Representatives:

                        Mr. Tom Dorn, Dorn Policy Group Inc.

 

                        One member representing an Arizona technology cluster, appointed by the Speaker of the House of Representatives:

                        Mrs. Sally Fernandez

 

                        The Chair of the Arizona Corporation Commission, or the Chair's designee:

                        Mr. Jeff Hatch-Miller, Chair, Arizona Corporation Commission

 

                        Two members representing different Arizona Native American tribes with proven coal reserves, appointed by the Speaker of the House of Representatives:

                        Mr. Norman Honie, Hopi Tribe

                        The Director of the Department of Environmental Quality or the Director's designee:

                        Mr. Steve Owens, Director, Arizona Department of Environmental Quality

 

                        One member representing an agricultural improvement district, appointed by the Speaker of the House of Representatives:

                        Mr. Glen Reeves, Salt River Project

 

                        One member representing a natural gas distribution company servicing more than five hundred thousand customers, appointed by the Speaker of the House of Representatives:

                        Ms. Penny Taylor, Southwest Gas

 

 

Notes:  Appointed members serve at the pleasure of the appointing officer.  The members shall elect a Chair and Vice-Chair from among the members of the Task Force.  The legislature shall provide staff support and meeting accommodations.  The Chair may designate technical advisors to the Task Force whose credentials shall be approved by the Task Force.  Technical expertise may also be drawn from the state universities.  The Task Force may accept nonappropriated donations, endowments or any other nonappropriated monies to support its operational activities.
