  2. If you know the bill number, type the bill number in the Bill # Search box (ex: SB1001) and click Search.
  3. Click either the Bill Status HTML or Bill Status TEXT link for a bill's status.

The site is "session" driven. You must change the session to view bills from a previous session.
  1. Click the Change Session link and select a session.
  2. There are three ways to locate bills:
  • Type the bill number in the Bill# Search box and click Search.
  • Click the Bills link, select a range of bills and click on the bill of interest.
  • Click the Full Text Searching link located at the top right hand corner of the window, enter a keyword(s) and click Search. Select a bill in the result list.

What does "strike everything" mean and where can I find a list of all the strike everything amendments to bills?

A “strike everything after the enacting clause” amendment (also referred to as a “strike everything” amendment or simply a “striker”) proposes to delete the entire text of the existing bill and substitute new language, essentially making it a completely different bill, possibly on an entirely different subject. These amendments are sometimes used to allow legislators to circumvent the deadlines on introduction of new legislation, deal with an issue that arises after the deadline or revive a bill that has previously been defeated.

What are bill summaries?

Under the direction of the Arizona Senate President and Speaker of the House of Representatives, the summaries are prepared by research staff which includes summaries of all legislation signed into law during the regular legislative session and any special sessions that have occurred since the publication of the previous year's Legislative Summary.

The Summary is not intended to be an exhaustive analysis of each bill, but rather an overview that will provide the reader with the main purpose of the bill. Additional information and details about the legislation can be obtained from bill summaries (Senate Fact Sheets and House Abstracts) prepared by the Senate and House Research Staff or the chaptered bill itself.

The Request To Speak in Committee system replaces sign in slips used by those wishing to testify in Senate committees. Committee chairpersons will have electronic access to listings of everyone signed up to speak and will know in advance who is for or against a particular bill.

To use this application, you must have registered with a user name and password at any one of the kiosks positioned outside the committee rooms on the 1st floor of the Arizona Senate (1700 W. Washington, Phoenix, AZ 85007).

How can I tell when a session law (Chaptered Bill) becomes effective?

The general effective date for bills is 91 days after session is over. It is unpredictable in determining the date for session to end. Although the rules allow for a 100 day session, there are provisions for extending it. For information on general effective dates, click the General Effective Dates link located on the blue navigation to the left of the ALIS Online homepage.

However, if a bill contains an Emergency clause or Requirements For Enactment (RFE or RFEIR) clause, it becomes effective immediately upon signature of the Governor. General Effective Dates and Delayed Effective Dates can also determine a bill's effective date.

When does session begin?

Pursuant to statute section 44-1101, the legislature shall assemble at the seat of government at twelve o'clock noon on the second Monday of January each year.

41-1101. Time of assembly; organization; oaths

A. The legislature shall assemble at the seat of government at twelve o'clock noon on the second Monday of January each year.

B. At the hour of assemblage of the first regular session next after the general election the member of the senate holding seniority in age shall take the chair, call the senate to order, appoint a temporary secretary, and direct the secretary to call the list of senators from the several counties, who shall present their certificates of election and take the oath of office. The senate may thereupon, if a quorum is present, proceed to elect its officers. The house of representatives shall likewise proceed with its organization. The oath taken by the members shall be entered upon the journals of the respective houses.

C. The presiding officer of each house may administer the oath of office to members, officers and employees of the respective houses.
