FUNCTION OF THE ABOR: Pursuant to A.R.S. § 15-1626, the ABOR establishes policies and procedures to govern Arizona’s three public universities. The ABOR’s powers include, but are not limited to, determining tuition, student admission qualifications and curriculum requirements; conferring degrees; and appointing and employing university officers and faculty. The ABOR’s mission is to ensure access for qualified Arizona residents to undergraduate and graduate instuction, promote knowledge, extend the benefits of university activities to Arizona’s citizens outside of the university, and maximize the benefits derived from the state’s investment in education.
STATUTORY REQUIREMENTS FOR POSITION: The twelve member ABOR consists of ten gubernatorial appointments, including two student members, and the Governor and the Superintendent of Public Instruction who serve as ex-officio members. Public members serve eight year terms, while student members serve two year terms. To be eligible for the student member position, the appointee must be an Arizona resident and attending a university under the jurisdiction of the ABOR on a full-time basis. In the first year of the term the student member may exercise all rights and privileges of a board member, except the right to vote. In the second year of the term the student member may exercise all rights and privileges of a board member, including the right to vote (A.R.S. § 15-1621).

SALARY OR OTHER COMPENSATION: Pursuant to A.R.S. § 38-611, members appointed are eligible to receive compensation not to exceed thirty dollars for each day of attendance at ABOR meetings, with a statutory cap of 500 dollars per year.
BUDGET AND FTES: The ABOR FY 2008-2009 appropriated state General Fund budget was $20,342,400 with 27.9 full-time equivalent positions, but after the FY 2008-2009 reductions in January, the ABOR revised appropriation is $18,524,000.
