FUNCTION OF THE Arizona
state lottery commission:
Pursuant
to A.R.S. § 5-504, the Arizona State Lottery Commission (Commission) must
oversee a state lottery to produce the maximum amount of net revenue consonant
with the dignity of the state. The Commission conducts, administers and regulates
the Arizona State Lottery, has powers to license agents, distributes lottery
revenue and sets codes of conduct and penalties for the running of the state
lottery. Among other things, the Commission authorizes the Director to adopt
rules relating to the types of lottery games to be conducted, the method of
selecting the winning tickets or shares and the manner of payment of prizes to
the holders of winning tickets or shares. The Commission also authorizes the
Director to issue orders and must approve orders issued by the Director for the
necessary operation of the lottery, including provisions relating to the prices
of tickets or shares in lottery games, the themes, game play-styles, and names
of lottery games and definitions of symbols and other characters used in
lottery games, and the sale of tickets or shares at a discount for promotional
purposes.
STATUTORY REQUIREMENTS FOR
POSITION:
The Commission consists of
five members who are appointed by the Governor, subject to Senate confirmation,
and the following requirements:
- At
least one member must have a minimum of five years' experience in law
enforcement.
- At
least one member must have a minimum of five years' experience as a
certified public accountant.
- At
least one member must have a minimum of five years' experience in
marketing or advertising, or both.
- At
least one member must have a minimum of five years' experience in
convenience store, minimart or grocery retailing.
Each
person appointed to the Commission must be a citizen and resident of the state
and serves a five-year term. No more than three members may be from the same
political party. No member may have a monetary interest in any contract or
agreement to which the Commission is a party. Any member of the Commission may
be removed from office by the governor for cause upon notice and opportunity to
be heard at a public hearing.
