The
Arizona Racing Commission (Commission) was established in 1949 by the Arizona
Legislature. The Commission is responsible for issuing racing dates; preparing
and adopting rules to govern racing meetings; protecting and promoting public
health, safety and the proper conduct of racing and pari-mutuel wagering;
conducting hearings on applications for racing permits; reviewing applications
for capital improvements at racetracks; and conducting hearings and other legal
procedures on matters relating to racing licensees and the racing industry in
Arizona (A.R.S. § 5-104).
STATUTORY
REQUIREMENTS FOR POSITION:
A.R.S.
§ 5-102 authorizes a five-member Commission appointed by the Governor. By
statute, Commissioners are required to have been a resident of this state and a
qualified elector for not less than five years preceding the appointment. One
member of the Commission is required to have a financial interest or experience
in the horse or harness racing industry, while another is required to have a
financial interest or experience in the dog racing industry. The remaining
three appointments are public members.
Although
two Commissioners may have a financial interest in the horse and dog racing
industry, statute prohibits a person who has a financial interest in a
racetrack or the licensed operation of wagering on the results of races from
serving on the Commission (A.R.S. § 5-103). A Commissioner or relative to the
first degree of consanguinity also is prohibited from having a financial
interest in an Arizona racing licensee or permittee.

SALARY
OR OTHER COMPENSATION:
Members
of the Commission are eligible to receive compensation of $30 per day for each
day spent in the discharge of their duties and reimbursement for all expenses
necessarily and properly incurred in attending meetings of or for the Commission.

AND FTES:
The
Department employs 46.5 FTEs and has an adjusted FY 2008-2009 operating budget
of $2,623,300.
