Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 14, Arizona Revised Statutes, is amended by adding article 8, to read:
ARTICLE 8. HEALTH EDUCATION PROGRAMS
START_STATUTE15-1881. Health education programs; cultural
competence; task force
A. Each
university under the jurisdiction of the Arizona board of regents and each
community college under the jurisdiction of a community college district shall
include instruction designed to provide knowledge of cultural awareness and
competence in cultural awareness in all health education courses and in all
health-related degree programs.
B. The Arizona board of regents shall establish a task force on cultural competence composed of
the following members selected by the board of regents:
1. Health
curricula specialists from each university under the jurisdiction of the Arizona board of regents and each community college district.
2. A
representative from each health-related licensing board in this state.
3. A
representative from each statewide health-related professional association.
4. A
representative from a health policy organization in this state.
5. Three
representatives from different statewide organizations devoted to minority
issues and cultural diversity.
6. Two
representatives from the Arizona commission on Indian affairs.
7. Two
representatives from the department of health services.
C. The task
force shall study and make annual recommendations on specific course curricula
for each health-related education field offered by a university under the
jurisdiction of the Arizona board of regents and by a community college under
the jurisdiction of a community college district. The course work shall be
designed to be offered electronically and through various distance-education
methods and media so as to minimize duplication and expense. Cultural
competence health courses shall include the following components:
1. Cross-cultural
communication.
2. Culturally
and linguistically appropriate health policy considerations.
3. Exploration
of health beliefs and explanatory models.
4. Culturally
competent health care delivery.
5. Health
disparities, privilege and equity factors in the health system.
6. Culturally
and linguistically competent care supported by policy, administration and
